From Support to Control: Enabling Direct Employment in Care

This seminar explores when and why individuals may choose or need to directly employ their own care staff, such as seeking greater choice, continuity of care, flexibility, or control over how support is delivered. It provides a clear, practical overview of the key steps involved in becoming an employer, starting with defining job roles and care planning that reflect individual needs and outcomes. Attendees will gain an understanding of employer responsibilities and legal duties, including contracts, policies, and compliance, alongside essential considerations for payroll, pensions, and managing care-related finances.
The session also covers the day-to-day realities of staff management, including recruitment, supervision, performance, safeguarding responsibilities, scheduling, and workforce planning to ensure safe and consistent care. Attention is given to staff support and wellbeing, recognising the importance of maintaining a resilient and motivated care team.
Finally, the seminar outlines different ways these professional skills can be delivered.
The aim is to equip attendees with the knowledge to make informed, sustainable choices about directly employing care staff.

Speaker Bio


Niall Mc Neice has over 30 years’ experience working in care settings, including adult supported living services and the support of directly employed care staff teams. Based in East Devon, Niall has extensive hands-on knowledge of person-centred care, employment responsibilities, and the practical realities of managing care staff outside traditional agencies.
In 2023, Niall co-founded Circle HR alongside Sarah Ralph. Having transitioned from employed professionals to business owners, they bring a strong blend of lived experience and medico-legal expertise. Together, they lead Circle HR in delivering comprehensive, specialist HR support to medico-legal clients who directly employ their own staff teams, helping individuals and organisations create safe, compliant, and well-supported employment arrangements.
