Navigating the Adult Social Care and Support Policy Landscape

The adult social care and support sector is navigating a complex and rapidly changing policy environment, with significant implications for providers, workforce sustainability, and the people who draw on care and support.

In this session, Finn will provide an overview of the current policy landscape, exploring the key developments shaping the sector and their potential impact on care and support provision.

The session will cover workforce reform, structural reform, and wider health and care system changes. Drawing on insight from across the not-for-profit care sector, it will focus on what providers need to prioritise now, where the key risks and opportunities lie, and how organisations can position themselves for the future.

Finn will also draw on his work leading NCF’s programme on supporting better employment practice, offering reflections on how policy changes are translating into real-world challenges and opportunities for employers.

Attendees will leave with a stronger understanding of the direction of travel in adult social care policy, alongside practical insights to help them respond with confidence.

Speaker Bio
Finn Turner-Berry is Workforce and Research Lead at the National Care Forum, the membership body for not-for-profit social care and support providers. His work spans workforce policy, social care data, industrial relations, learning disability and autism, and research methods. He has been closely involved in shaping the sector’s response to major government reforms, including the Fair Pay Agreement for Adult Social Care and the Employment Rights Act.

Finn also leads international collaboration on research through the Global Ageing Network, bringing a broad perspective on shared challenges and opportunities across the world.

Before joining NCF, Finn worked in the Health Foundation’s policy team. He holds an MSc in Policy Research and a BSc in Social Policy and Politics from the University of Bristol. He brings a practical, provider-focused perspective, grounded in a clear understanding of the operational realities facing care and support organisations across the country.
